A typical merit cycle takes five months. Not because the decisions are difficult, but because the process is. Budget approval in September. Data preparation in October. Spreadsheet distribution to 30, 50, 80 managers in November. Returns trickle back over weeks. Calibration rounds in January. Corrections. Payroll handover in February. First payout no earlier than March.
The problem is not the time spent. It is what happens between the steps - or rather, what does not happen.
What spreadsheet rounds cannot see
When 60 managers enter salary recommendations into Excel files in parallel, a consistent process does not emerge. What emerges is a collection of individual judgements that no one can aggregate, validate, or compare in real time. The typical consequences:
Range violations without warning. A manager recommends an increase that pushes the employee above the top of the pay range. In the spreadsheet, this surfaces only when Comp and Ben manually reviews the file - often weeks later, often not at all. Systematic bias that disappears in individual records. When a manager gives five women on the team 2.8 percent each and five men 3.4 percent each, that is inconspicuous on its own. Calibration as theatre. Calibration rounds are meant to ensure fairness. In practice, managers compare recommendations without knowing the underlying compa-ratios, range positions, or performance distributions. The conversation turns political rather than analytical. Whoever argues loudest wins.
Why better spreadsheets do not solve the problem

The critical difference from the manual process: steps 4, 5, and 6 run in parallel with data entry, not afterwards. When a manager enters a recommendation, it is immediately checked against the pay range. The budget total updates in real time. The equity analysis runs continuously to detect emerging patterns.
This changes the character of calibration. Instead of comparing numbers after the fact, managers see where their recommendation sits in context as they enter it: range position of the employee, remaining budget in the unit, compa-ratio relative to the team. The conversation in the calibration round shifts from “who gets what?” to “where are we deliberately departing from the rules, and why?”
Equity analysis as a structural advantage
The statistical check for systematic unequal treatment is not an add-on feature. It is the main reason a rule-based orchestration is superior to the manual process. A human who reads 200 individual recommendations cannot detect a pattern that only emerges across 2,000 data points. The analysis tests whether recommendations systematically deviate by gender, age, nationality, or part-time status. Significant patterns are not written into a report that will be read three weeks later. They are escalated immediately, while the cycle is still running and corrections are still possible.
For organisations covered by the EU Pay Transparency Directive - reporting obligations apply from June 2026 for employers with 100 or more employees - this is not optional. It is a prerequisite for completing the cycle in a legally compliant way.
What remains at the end
The agent does not make a single pay decision. It ensures that every decision is based on complete data, checked against defined rules, and documented in a decision record.
